In Annex IV, the limit value in waste for dioxins/furans (PCDD/F) now includes dioxin-like polychlorinated biphenyls (dl-PCBs) and their threshold content in waste has been lowered from 15 to 5 μg/kg. Ashes and soot from domestic heating installations, as well as fly ashes from biomass units for heat and electricity production, are waste streams that could be impacted by the lowering of this threshold value. In this context, each member state must collect data on its national territory in order to decide whether or not this waste is classified as POP (according to the recital (5) of the POP regulation).As part of its support missions for the Ministry of Ecological Transition, Ineris was commissioned by the BGD (Waste Management Office) to carry out this study in France. This report reviews the combustion conditions in domestic fireplaces and biomass installations, with a particular focus on the formation of dioxins and dioxin-like PCBs. It also provides a summary of the existing bibliographic data as well as the data from the national campaign carried out in domestic burning.The results obtained show that, taking into account the data available in the literature but also the results obtained from the national campaign, both the ash and soot from private households and the fly ash from biomass power plant cannot be considered as “POP waste”.
